PAT testing, Periodic Electrical Inspections, Fixed Installation testing and PPM

The Health and Safety at Work Act 1979 demands, and is absolute, that employees are not subjected to danger within the workplace. A competent person with regular training must implement electrical procedures. The Electricity at Work Regulations (1989) 4 (2) states:

"As may be necessary to prevent danger, all systems shall be maintained so as to prevent, so far as is reasonably practicable, such danger. System means an electrical system in which all the electrical equipment is, or may be, electrically connected to a common source of electrical energy and that includes such source and such equipment."

The Electricity at Work Act (1989) 29 states that employers in contravention in the event of prosecution must be able:

"To prove that he took all reasonable steps and exercised all due dilegence to avoid the commission of that offence." Source: HSE

Portable Appliances and Fixed Installations are classed as systems. To determine if a system needs maintaining or has faults, testing must be done. It is therefore implicit in the regulations that to maintain systems, testing must be done. Employers will be prosecuted if they do not comply with the regulations and can be subject to a fine of up to £20,000.00 for each offence. Every employer by law must employ a Duty Holder, whose remit is to ensure the safety of anyone in control of an electrical system. This Duty Holder must be able to demonstrate competency and may be an outside agent. Trace Electrical are more than happy to maintain your systems to the highest standard.

There are around 1000 major electrical accidents in the workplace reported to the Health and Safety Executive every year. On average 30 people die each year from electrical accidents in the workplace. Death from electrical accidents account for 10% of all deaths in the workplace. The main cause of electrical accidents in the workplace is poorly maintained and serviced equipment.
